Giving comments to UNIAN journalists, Mykola Tomenko, Deputy Chairman of the Verkhovna Rada of Ukraine, emphasised that the acting dignitaries fail to observe the legislation in the part of the positions overlapping prohibition.
"The country changes the presidents, however, the low rate of political culture is still observed. In times of the previous President there used to be a tradition that a great number of people appointed by him from the deputies corps did not deem it necessary to resign their authorities, the same can be observed now, with the team of the acting Head of the State", M. Tomenko declared.
The Deputy Chairman mentioned that the acting President Viktor Yanukovych and the Head of the Government Mykola Azarov repeatedly made the point that it was necessary to observe the laws and increase the political culture. However, the principal members of the Party of Regions still make infringements as to positions overlapping. "Henadii Vasyliev, Deputy Chairman of the Administration of the President of Ukraine, supervises the law enforcement agencies and has combined two offices for several months already. The same concerns Vasyl Horbal, Lviv region Governor, Mykola Dzhyha, Vinnytsia region Governor, and others", he explained.
"The Party of Regions explains the appointment of numerous relatives to the high offices by the fact that they are talented, although they supported implementation of the law on corruption that directly prohibits appointment of relatives to the high posts", the Deputy Chairman declared.
Hence, M. Tomenko suggests solving the political culture problem in the following way: the high-ranking authorities should show the example - the Ukrainian society will follow it.
